European agents need containment more than capability

In OpenAI's analysis of European AI adoption, the argument centers on shifting from conversational assistants toward systems that execute multi-step workflows. The report points to expanding use across small businesses and enterprises, framing autonomous execution as Europe's next economic driver.

The interest from enterprises is genuine, but the hurdle in Europe is rarely model capability or executive interest. Chat interfaces spread quickly because an employee stayed in the loop by default, filtering outputs and absorbing errors. Once an agent reads internal databases and executes actions without immediate human sign-off, the project moves from developer experimentation into governance reviews under the EU AI Act and GDPR.

Closing that gap requires infrastructure rather than optimistic roadmaps. If autonomous tools are going to handle substantive business processes, engineering teams have to prioritize runtime sandboxing, auditable logs, and strict permission scoping. The companies that deploy autonomous systems in Europe will be the ones that make containment provable to their risk teams.
